In 1992, Todd Cave was hired to automate the HUD Community Development Block Grant Program (CDBG) grant process for one of the first Municipal Grant Consultants in Texas.
The CDBG grants were primarily for infrastructure and economic development projects for small cities and counties in Texas which HUD deems "Non-Entitlement Communities”.
Todd completed the automation and began actually managing the programs for the various cities and counties.
This meant ensuring HUD compliance for contracts, procurement, acquisition, Civil Rights/Fair Housing, Construction, and Labor Environmental.
Todd formed Cave Consulting, Inc. and in 2008, began clearing environmental projects for the Texas General Land Office relating to HUD's Hurricane Ike Disaster relief.
By 2010, Todd and Cave Consulting had managed over 600 grant projects worth over $45 million in grant funds.
Cave Consulting had aligned with another prominent Texas municipal grant consultant where his firm continued to focus primarily on HUD environmental infrastructure projects.
Today, Cave Consulting continues to use their unique HUD experience to provide it's clients high quality Environmental reviews ranging from wastewater treatment plants to downtown revitalization.
